MILLENNIUM TRAIL:
SECTION 5 NIAGARA FALLS
A site compiling information for affected Residents and Property Owners related to the City of Niagara Falls development of OPG Canal Corridor lands into Section 5 of the Millennium Trail between Dorchester Road and Drummond Road.
This site is not official and is not affiliated with the City of Niagara Falls (Ontario), Region of Niagara or Ontario Power Generation (OPG). Every effort is made to ensure the accuracy of information contained within; however, in all cases, original sources and officials should be consulted.

ABOUT THE PROJECT
The pursuit to make Section 5 of the Millennium Trail a reality has been long debated and opposed over the past couple decades. Nevertheless, a decision has been made, and we, the affected Residents and Property Owners most impacted by the creation of this new recreational facility must now work to make the most of the situation in which we find ourselves.
Fortunately, the City of Niagara Falls has demonstrated that it is very interested in working with Residents and Property Owners to ensure that our concerns are heard, addressed and mitigated where possible. For this, we should be thankful and seek to work collaboratively with the City to ensure the best outcome. Of course, each case will be unique, and I encourage each affected Resident and Property Owner to connect with the City on this project to communicate their concerns and desires directly.
This project involves two separate works. The first, conducted by Niagara Region and its contractors, will work to rehabilitate the Stamford Interceptor Trunk Sanitary Sewer along the route. This work is currently underway (March 2019) and is expected to conclude in July 2019. Afterward, the second works, conducted by the City of Niagara Falls and its Contractors will build the new recreational trail. This work is expected to be completed by the end of Summer 2019.

FIRST WORKS:
SEWER PROJECT
Stamford Interceptor Trunk Sanitary Sewer Rehabilitation (Contract 2018-T-127 [RN 18-27])

ABOUT THE PROJECT
Niagara Region is making improvements to the Stamford Interceptor Trunk Sanitary Sewer along the Ontario Power Generation (OPG) Hydro Canal between Dorchester Road to approximately 700 meters North of Portage Road in the City of Niagara Falls.
The construction work will consist of replacement of 80 meters of concrete sewer and various manholes and the rehabilitation/relining of 2.4 km of concrete sewer and manholes.
TIMELINES
March 2019 - Construction starts

Property Owners whom have received a "Notice of Construction" letter from Niagara Region are asked to book an Inspection Appointment to have their property examined as a benchmark to determine if any construction-related damage has occurred during or after the work is completed.
​
March 25, 2019
Crews will start by building a temporary access road (compacted gravel) to facilitate the construction. This work is currently underway.

July 2019 - Construction ends (Original Schedule)
​
September 3, 2019
Crews will turn on the pumps for a 2-day test trial to ensure everything is working.
​
September 5, 2019
Crews will begin preparation and measurement works ahead of the relining process.
​
September 9, 2019
Sewer pipe relining begins. Each section will take between 18-20 hours. Pumps will run 24/7 during this 2 week period to allow the work to be completed.

December 2019 - Sewer project concludes (New Schedule)
WHAT TO EXPECT
Residents and Property Owners can expect construction vehicles and related truck traffic, a degree of construction-related noise, dust and short-term inconvenience. Vibrations, especially during access road construction (currently underway), may be noticeable.
​
Odors from the resin used to line the sewer may be noticeable during this work.
​
Construction and traffic signage will be posted and public services such as emergency services, garbage/recycling collection and school buses will be advised of the construction work.
​
Construction will occur primarily between 7AM and 7PM on weekdays. Some parts of the project will require periods of 24-hour work.

UPDATE - August/September 2019
Work has begun on the sewer relining. As such, Residents will notice:
​
- Pumps running 24/7 for an approximate 2 week period to facilitate the work. Noise levels from these pumps will vary based on property location. During dry times, crews plan to limit pump numbers to 1-2.
​
- Crews working 24/7 to monitor operations. Active work will still occur between 7AM and 7PM.
​
- Odor from the resin used to reline the pipe will be noticeable, at various stages of the project. Again, this will vary over the project timeline and property location.
​
THE RELINING PROCESS
The Relining Process for each section of sewer pipe will take between 18-20 hours.

MORNING
Crews will clean and prepare the sewer pipe section.

AFTERNOON
Crews will pull the liner.

EVENING / OVERNIGHT
Curing process will take place.

TRAIL PROJECT
Millennium Recreational Trail - Section 5
(Dorchester Road to Drummond Road)

ABOUT THE PROJECT
The construction of Section 5 of the Millennium Trail will serve to connect the Millennium Trail system creating a single, connected multi-use recreational trail from Whirpool Road (Section 3) to McLeod Road (Section 1). Future expansion could see a section constructed to connect the Whirpool Road terminus to the Niagara River Recreational Trail, which runs the length of the Niagara River Parkway from Niagara-on-the-Lake to Fort Erie and connects with other trails throughout the Niagara Region. Future plans also propose an expansion from the current south terminus at McLeod Road to the Welland River (Chippawa Creek). The Millennium Trail system, more so than any other existing City trail, has the greatest opportunity to connect multiple interest points and cross several major roadways, allowing for safer travel for all trail users. This project, once fully connected, could serve as a stepping stone to utilize similar corridors to provide high-quality, separate trails free from the hazards of busy roadways.
Section 5 will run from the north terminus of Section 6 (Canada 150 Pathway) on Royal Manor Drive. The route will utilize improved sidewalk connections from that point and cross Highway 420 utilizing the west side of the Dorchester Road overpass. The right turn ramp from Highway 420 westbound to Dorchester Road southbound will be removed to create a new crosswalk at the intersection of Dorchester Road and the Highway 420/Queen Eliziabeth Way ramps on the north side of the overpass. Vehicles will be required to complete a right turn at the 3-way intersection to allow for safer interactions between trail users and vehicles.
Section 5 will continue as a trail from the east side of Dorchester Road and for its entire route until it meets Drummond Road. There will be connections between Section 5 and the existing sidewalk-cycle path between Dorchester Road and Bellevue Street. There will also be connections from Section 5 to Carolyn Park, to both the existing sidewalk on the east side of the park and the newly constructed pathways at the new play structure.
When Section 5 reaches Drummond Road, it will continue on improved sidewalks on the west side of Drummond Road and cross Drummond Road at the intersection with Morrison Street. From the northeast side of this intersection, the improved sidewalk will continue along the north side of Morrison Street, closely following existing sidewalk right-of-way, until it reaches Portage Road. Using a crosswalk, trail users will cross to the east side of the Portage Road/Morrison Street intersection and will then follow Portage Road north for a short distance. At this point, trail users will utilize the parking lot of Section 4 (Pasiley Janvary-Pool Pathway) to continue on the Millennium Trail system.

For the majority of its route behind residential properties, Section 5 will run parallel to, and immediately against, the new OPG barb-wire fence (the fence with the 'Danger' signs). This will mean the trail will be as far as possible from residential property lines given the limited right-of-way.
Once completed, approximately 7.3 km of near-seamless recreation trail will connect the City. This trail system will connect Thorold Stone, Lundy’s Lane and McLeod Road in a pedestrian and cyclist friendly environment free from roadway hazards and vehicles.

TIMELINES
NOW! - Affected Property Owners are encouraged to reach out to City Staff to discuss treatment options to mitigate sight-line and privacy concerns related to the trail.

The City is discussing various fencing and landscaping options to accommodate and address Property Owner concerns. These include wooden fencing, small earth berms, shrubs and trees. All of these options are at no-cost to the Property Owner. In addition, the City is offering gates with locking mechanisms for either existing chain link or newly build wooden fences for direct access to the trail by Property Owners.
Summer 2019 - Construction expected to start
