WHY WAS SO LITTLE NOTICE GIVEN BETWEEN PROPERTY INSPECTIONS AND THE START OF CONSTRUCTION?

Niagara Region was under pressure due to multiple timelines on this project and to accommodate the eventual handover to the City of Niagara Falls for the trail construction later this year.

Niagara Region regrets not providing more notice and understands Residents' frustration.

CONSTRUCTION HAS ALREADY STARTED.  DO I STILL NEED TO COMPLETE A PROPERTY INSPECTION?

Ultimately, the decision to permit a Property Inspection rests with the owner.  While construction has already started and it is possible damage could have occurred between the start of construction and an after-the-start Property Inspection, it would still be beneficial to have an Inspection conducted.

There is no cost to the Owner and an Inspection provides documented, unbiased proof of current conditions.  Even if you suspect damage has already begun, an Inspection can help document it and provide leverage should the damage worsen.

IS THE TEMPORARY ACCESS ROAD ALONG THE SAME ALIGNMENT AS THE FINAL MILLENNIUM TRAIL ROUTE?

No.  For most sections of the project, the temporary access road does not reflect the final location of the Millennium Trail.

The work by Niagara Region and its Contractors has no bearing on that of the City of Niagara Falls and the Millennium Trail project.

WILL THERE BE HIGH LEVELS OF VIBRATIONS THROUGHOUT THE PROJECT?

No.  Except for sections of the project where underground work is required, there should be minimal vibrations from construction activity once the temporary access road is completed.

WHAT DUST CONTROL MEASURES ARE PLANNED?

There are no dust control measures planned for areas that will not undergo underground work.  For areas with underground work, a type of screening device will be used to reduce debris from the construction activity leaving the site.

​

For all other areas, Niagara Region and its Contractors will be actively monitoring the project for excess dust.  If found, the Contractors may employ the use of Water Trucks or a calcium application to control dust.

As an alternate, you may also choose to speak with an on-site worker.  Mr. FALARDEAU-MERCIER has advised that workers wearing white hard hats should be your best point of on-site contact.

WHAT TIMES WILL THE CONSTRUCTION WORK BE ACTIVE?

Contractors will be working primarily between the hours of 7AM and 7PM on weekdays (Monday to Friday).

​

A some point in the project, a 24-hour work period will be required as part of the installation of a concrete sewer lining.

WHY HAS THE PROJECT COMPLETION BEEN PUSHED BACK TO DECEMBER 2019?

The project was initially planned to be completed July 2019, with the City of Niagara Falls commencing trail construction Summer 2019 and finishing Fall 2019.

​

The project experienced site condition conflicts which required additional agreements with the land owner, Ontario Power Generation, as well as some additional engineering design.

​

Contractors are also taking added precautions with the bypass pumping system to address any potential issues to ensure the system operates flawlessly.

​

The new timeline will have the project complete December 2019, with the City starting trail construction in Spring 2020.

HOW LONG WILL THE PUMPS RUN?

A 2-day trial run occurred starting on September 3, 2019.

​

With the Relining Process now underway, the pumps are expected to run 24/7 for 2-weeks.

​

As conditions permit, crews will seek to run only one to two (1-2) pumps.  This depends on a number of factors, namely the weather.
